I notice that the woman in that photo is not wearing a Burkha. Were there any women who did wear one??
Yes, most don't use it.
In fact is is disallowed during the actual Haj (when one is in ihram)
Prior to islam, Burkha was already common in the desert lands as a means to protect from dusks and winds.
